District Rules

D38 RULES FOR ALL DIVISIONS

The Little League rulebook is the overall guide. Where there are local options or the rulebook is not specific enough on rules, the documents below apply to ALL leagues in Texas District 38.

Game day rules
  1. NO walk-up music is permitted as players approach the batter’s box for an at-bat.
  2. A game is allowed to begin with at least eight (8) players present for each team. The 9th player at-bat 
    will be an Out. Complies with LLI Regulations 1.01, 4.04, 4.16, 6.05. 
  3. For softball, face masks on batting helmets are optional. No League may require another League to wear face masks during regular or post-season play. 
  4. All teams will practice continuous batting for District play. 
  5. Baseball will play by Major rules in All-Star tournament with exception of ‘dropped third strike’. Batter is out during regular season.
  6. Softball will play by Minor rules in All-Star tournament. 
  7. All players with league age of 15 must be reported to the District Administrator for distribution to all Leagues. These players may pitch in inter-league games.
  8. Pitch Count Responsibilities
    1. Pitch Count must be kept for EVERY kid-pitch division. Utilize the forms and instructions provided by the league.
    2. Manager must present forms indicating ineligible pitchers to Umpire prior to each game.
    3. Manager must present the completed pitch count form for the umpire to sign at the end of each game.
    4. Failure to comply with these provisions will result in the Manager being ejected and suspended from the following game.

General Rules
  1. No alcohol at fields. Presidents are responsible to make sure that no alcohol is present.
    1. If an incident occurs, notify the District Administrator immediately and remove person(s) from the facility.
    2. For coaches and/or umpires, the first offense requires immediate suspension.
    3. If a parent is found to be intoxicated, call 911 and allow the authorities to handle the situation.
  2. No practice or games will be allowed on the evening before state (STAAR) testing. 
  3. Games on Sunday are discouraged but could be scheduled at 2:00p and/or 4:00p when needed for make-up games or to reach the minimum 12-game requirement.
